This will fit the roof rack base system on top of factory hard?
I have a Jeep wrangler, and someone said this would fit, I would just drill the holes into the top. is that correct?
Yes but why? shelf can store your stuff in place but your roof will only be able to withstand about 50 pounds on the road highway, off roading bounceing burden around will crack your key. Consider the trailer hitch cargo rack instead, it will handle much larger loads
